[Fatties]
The idea of an obesity epidemic so extreme that people required belly wheels in order to move was pure Mega-City One as it took an idea from reality and multiplied it by eleventy-stupid. This then served as a comedy hook, a comment on the dangers of untrammeled (society-wide) over-indulgence and also the set-up for tales of pathos.
There's probably a wider debate to be had about whether these particular depictions of sci-fi obesity are harmful or harmless to readers of the material, but that will have to happen elsewhere. Certainly, there have been fewer of these tales recently.
