Judge Smiley
Judge Smiley was a deep cover operative running an off-the-books black ops department (literally within the walls of the Justice Department) with a remit to protect Mega-City One outside of the normal judicial process. Morally, this eventually put him at odds with Dredd and led to Hershey's own post-office mission to dismantle his global apparatus.
